Plumber or Electrician in Singapore? 2026 Safety and Licensing Guide
A Singapore household triage guide that separates simple plumbing, regulated plumbing and licensed electrical work before anyone is dispatched.
Quick answer
Use a PUB Licensed Plumber for regulated water-service and sanitary plumbing work. PUB lists limited simple plumbing tasks that a handyman may perform. Use an EMA Licensed Electrical Worker for fixed-wiring installation, repair or modification, including socket, switch, lighting-point, consumer-unit and circuit-breaker work. If water is near electricity, there is sparking, burning smell, smoke, a hot socket or an uncontrollable leak, stop using the affected area, isolate supply only if safe, and seek urgent professional help.

Quick routing table
PUB and EMA define different boundaries. The site diagnosis can change the route if the visible symptom is not the true source.
| Issue | Start with | Why | Send before booking |
|---|---|---|---|
| Replace a tap, mixer, shower hose or simple flexible hose | Simple plumbing / assessed handyman route | PUB lists specified replacements as simple work | Photos, fitting, shut-off and leak location |
| Clear a sink, floor trap or sanitary-appliance blockage | Plumbing triage | PUB lists certain blockage-clearing as simple work | Affected point, overflow, duration and access |
| Alter or repair regulated water/sanitary piping | PUB Licensed Plumber | Regulated plumbing must be carried out by an LP | Pipe route, property type, drawings if relevant |
| Repair, add or replace socket, switch, light point or wiring | EMA Licensed Electrical Worker | Fixed electrical work must be licensed | Fault, circuit symptoms, photos from a safe distance |
| Consumer unit or circuit breaker work | EMA Licensed Electrical Worker | Inspection, repair and testing are electrical work | Trip pattern, affected circuits and prior work |
| Water heater issue | Joint triage | May involve plumbing, appliance and fixed electrical boundaries | Heater type, leak/fault, power symptoms and installation photos |
When PUB requires a Licensed Plumber
PUB says all regulated water-service and sanitary plumbing works must be carried out by Licensed Plumbers, except the simple works it lists. Since 1 April 2018, engaging an unlicensed plumber for regulated work is an offence. PUB advises homeowners to discuss scope and costs, request itemised quotations and obtain comparison quotes.
Examples of water-service work include laying, installing, altering, repairing or replacing water pipes, tanks, taps and fittings in the drinking-water system. Sanitary plumbing concerns the system carrying used water. The exact classification depends on what is altered, not only the visible fitting.
Which simple plumbing works can be routed without an LP?
PUB publishes an express simple-work list. It includes specified tasks such as replacing or removing a tap or mixer, certain hoses and flushing-cistern parts, installing or replacing some basins, sinks and traps, and clearing certain blockages. The complete current PUB list controls; a similar-looking task can leave the exemption when pipes, tanks or regulated systems are altered.
HSS can triage from photos, but the person on site should stop if the scope turns out to be regulated. An itemised quote should state the exact fitting or blockage work and how hidden damage, inaccessible pipes or replacement parts will be handled.
When EMA requires a Licensed Electrical Worker
EMA says electrical work at home or the office should be carried out or supervised by a Licensed Electrical Worker. Its consumer examples include installation, repair or modification of wiring; addition, extension or replacement of sockets, switches or lighting points; and repair or replacement of consumer control units or circuit breakers.
Check the worker's current licence card or search the ELISE portal. The appropriate licence class depends on load and installation type. A general business name, marketplace profile or handyman description is not a substitute for the individual licence required for electrical work.
Urgent warning signs: make the area safe, not the repair
EMA advises keeping electricity and water apart and engaging licensed workers for electrical installation, maintenance and repair. Sparking, smoke, burning smell, a hot or damaged socket, repeated tripping or water reaching electrical equipment should not wait for a general maintenance bundle.
For a serious leak, keep people away, protect only what can be moved safely and isolate the water supply only if the valve is known and accessible without entering danger. Do not touch wet switches or appliances, open electrical panels, improvise wiring, or continue using a fault to capture a better video.
Water heater jobs often cross the trade boundary
A water-heater complaint can involve water fittings, appliance replacement, mounting and fixed electrical work. Do not book from the phrase heater replacement alone. Send the heater type and model, leak point, existing switches, visible piping, error or power symptom and wide installation photos.
The quotation should identify who handles each component and whether an LP, LEW or both are required. Where testing, circuit alteration or wiring work is involved, the electrical scope belongs with an LEW even if another technician handles the appliance or plumbing portion.

Photos help route the job, but do not create them at the cost of safety. Use existing light, keep distance from live or leaking equipment and describe what happened.
- Property type, address area, access and urgency.
- Exact affected point and when the symptom began.
- Leak flow, blockage extent, trip pattern, heat, smell, sound or error code.
- Safe wide photos and product/model label where visible.
- Whether water, power or the affected fixture is currently isolated.
- Previous repair, recent renovation or recurring history.
- Ask for labour, parts, licensing, testing, exclusions and return-visit terms separately.
How to compare repair quotes
A low call-out figure is not a complete comparison if diagnosis, parts, licensed work, testing or reinstatement are excluded. Ask who issues the quote, who performs regulated work, what finding triggers an added charge and what is tested before closeout.
| Check | Question |
|---|---|
| Scope | What exact fitting, pipe, point, circuit or appliance is included? |
| Licence | Does this work require an LP or LEW, and who is the licensed person? |
| Parts | Are parts included, provisional or approved after diagnosis? |
| Testing | What functional, leak or electrical safety check closes the job? |
| Variation | What hidden condition can change the price, and how is approval recorded? |
| Follow-up | What workmanship or part warranty applies, and what is excluded? |
HSS recommendation
Describe the symptom and let HSS route it. Simple fitting or blockage tasks can follow the appropriate plumbing path; regulated plumbing goes to a PUB Licensed Plumber; fixed electrical work goes to an EMA Licensed Electrical Worker. Mixed heater or water-near-electricity issues should be triaged across both boundaries.
For non-urgent multi-task appointments, HSS can coordinate the schedule while keeping each licensed scope, price and completion test distinct. Urgent safety faults should be handled first, not delayed to create a convenient bundle.

FAQ
When do I need a PUB Licensed Plumber in Singapore?
Regulated water-service and sanitary plumbing work must be carried out by a PUB Licensed Plumber. PUB publishes a limited list of simple plumbing works that may be done without an LP; check the current list for the exact task.
When do I need an EMA Licensed Electrical Worker?
Fixed electrical installation, repair or modification should be carried out or supervised by an LEW. EMA examples include wiring and additions or replacement of sockets, switches, lighting points, consumer units and circuit breakers.
Can a handyman replace a tap in Singapore?
PUB includes specified tap or mixer replacement in its simple plumbing list. If the job also alters regulated piping or reveals a different scope, it should be routed to a Licensed Plumber.
Who should repair a leaking electric water heater?
It needs joint triage because the problem may involve plumbing, the appliance and fixed electrical work. Send installation photos and symptoms; use an LP or LEW for the portions that require those licences.
What should I do if water is near an electrical socket?
Keep people away, do not touch the wet socket or appliance, and isolate supplies only if that can be done safely. Seek urgent professional help rather than continuing to use or test the area.
